A few things come to mind on this topic:
1. 6" Luger pistols are relatively rare and valuable collectibles (the majority date to the World War I period). Finding a holster maker with an example to use for patterning and forming a holster is highly unlikely, leaving you with the option of providing your pistol to the holster maker. That is something that is best done near your home, otherwise you will have the expense (shipping, insurance, FFL fees, etc, both ways), risk of damage or loss, and concerns over security while in the holster maker's shop (does he/she have business insurance and, if so, will it cover the market value of your heirloom pistol?).
2. Custom design and build jobs require significantly more time than any production holster made to an established pattern. Additionally, making such a holster to fit on an existing shoulder harness will require additional time and work to achieve the desired carry position, angle, weight distribution, and other necessary factors (your Galco harness was designed for horizontal carry while you want vertical carry). You should not expect to get the job done for the same cost as a production product; in fact, you may have to reach pretty deeply in your pocket to fund the project to completion.
Overall expense will probably be comparable to purchase price of a new pistol and production holster.
