You pretty much asked for personal preference so: I have no use for a 3" J frame 5 shot, especially a .357. The 1006 is a potent caliber, I had a Colt DE and was not all that happy with it. I like the idea of a carbine (really like the Ruger .40) and a handgun in the same caliber. So Ruger and 4006.
There's a Ruger .40 down the street from me I would like to own, but it appears it only takes Ruger and promag magazines. If it took Glock mags it would be mine.

The Model 60. I'd save the money for a third gun until another revolver comes up!

Neither of those can be found on a regular basis. Especially the Ruger. Some 3 inch revolvers are highly desireable.
I would choose the two that fit your budget, intended use of the guns, and ammo availability.

I sold my PC4 late last year and I may regret it before it is over. You just can not find them anywhere.

Buy the two that are hardest to find, you can always get the more common ones later.

I'd buy the 60 straight away and wait 'til I found one that I really wanted.
Seems like they find me and when they do, I know exactly what I want to buy.
