Default Plastic Case

A guy at work brough in a blue plastic case (said there were several on the ground at the range) that I can't identify. It is straight walled, rimmed, about 1.25" in length, .438" rim diameter., .055" rim thickness, and case od was .374". It appears to be for a .25 cal. Anybody ever seen anything like this? Some kind of shotshell or blank for something?

If I remember correctly (more difficult as the years go by) Cheaper Than Dirt was selling some proctice ammo in the past that had blue cases and wooden bullets. Some type of military training ammo. But it wasn't much cheaper that standard.
