Don't know about the open sea but around here all such "matter" must be processed through a treatment facility before it's entered into a water source.

Not sure the EPA has much to say about things happening in the North Arabian Sea.
But I do have this comment, I hope they dropped him in a very deep spot. Sure as shootin' some group will try to find him. And, the way the present administration operates someone would probably provide the coordinates.
By the way..........the North Arabian Sea has a maximum depth of around 16,000 feet...................
I hope this is where he is lying face down facing west!
