Columbus is a pretty good sized town, in a good sized county...
I doubt you saw the "high sheriff" at the scanner of the front door (if they have one). Usually, they only have them up here if they are holding court, and when court is going- the sheriff is usually there.
Where did the term "high sheriff" come from anyway? To differentiate from deputies, a carry over from colonial times or something else? That term hasn't just been used in use in my family, but by many locals as far back as I can remember. I remember our last one to ride a horse (full time) up here was one from Towns County back in the 1960's...he died just a couple of years ago.

In Georgia the Probate Court is where we have to go in order to apply for our weapons carry license. They also handle marriage licenses, etc.

High Sheriff:
The elected official (County Sheriff) would appoint citizens/supporters in various parts of the county as deputies to keep the peace in that portion of the county. Most times this would be a leading citizen (Store Keeper or tough/baddie). This was a parttime position and paid a fee for an arrest or serving civil papers. This "Deputy" could have "Helpers" that assisted in arrests/keeping the peace. Usually the outlying communities would see the "High Sheriff" only at election time.

One never uses that terminology in genteel company in the South. Proper terminology is something like " . . . the ceremonies were officiated by the Reverend L. C. Smith . . ."
