Default 01 FFL shipping to 07 FFL

Can an 01( Dealer) FFL ship a handgun out of state to a an 07( Mfg. of Firearms) FFL ? The handgun is for a customer of the 07 FFL.

Anybody can ship to an FFL, anywhere in the country.

A dealer can ship a gun back to the manufacturer.

The owner of the gun can ship a gun back to the manufacturer, without having to go through a dealer. Although, since it's a pistol, the owner would have to go "common carrier" and spend 75 to a hundred bucks, while a dealer could mail it for ten.
