Default Non-Resident Concealed Carry Permit

I recently discovered Florida & Virginia issue "Non-Resident Concealed Carry Permits" and I'm curious:

Are they primarily targeting people who reside in a state that rarely issues their citizens a CHL but those persons travel to neighboring states that honor the Non-Resident CHL??

Any of the forum members familiar with these??

I have heard some Texas residents who don't qualify for a Texas CHL for one reason or the other simply apply for a Non-Resident Concealed Carry Permit from Florida and get one that is recognized in Texas...is this a new trend out there???

What do you guys know about these?

I think that it's a state reciprocity thing, some states don't recognize the CCP from another state (usually because of less stringent requirements) but they will issue a CCP to that person if they plan to travel in their state frequently. For example, Oregon doesn't recognize Washington's CCP so they allow Washingtonians to get a non resident Oregon CCP. Make sense? (doesn't to me either) I can get a Utah, Arizona, and Oregon CCP (in addition to my WA one) that will allow concealed carry in 36 states because of reciprocity. (CA, CO, and most of the northeast states aren't part of this). I remember simpler times.

One thing to note - Some states, who follow reciprocity, and recognize another states CCL, will not do so if that CCL is a "non-resident" version.

I have the FL permit, and have had the VA permit in the past.
When I first got the FL permit, only 4 states recognized Oklahoma, which has since greatly improved. Background checks are done for all CHLs whether resident or non-resident, and it is not a way to circumvent the laws, but to comply with them. State laws differ in recognition, and some change every year.

The issue is recognition by other states, as Bkreutz stated, and unlike a driver's license, you may need several licenses to cover the states you visit. Visit handgunlaw.us for more information.

Don't think so, Massachusetts has no reciprocity with anyone, but they do issue Non Resident licenses, not worth the time and effort for anyone to apply.

But I have a NH Non Resident license.

I'm waiting on VT to approve my Non Resident license

I got a Utah Non-resident permit because it was cheaper than the Louisiana permit. Then Louisiana passed a law refusing to recognize it for Louisiana residents. Now, I have the Louisiana permit. The Louisiana permit is recognized by more states than the Utah non-resident permit.

I have taken classes in Minnesota and Arizona as we reside in both states (Minnesota home state) reciprocity changes from time to time
so it pays to check what the current agreements are in effect.

Penna. Attny. General (newly elected Dem.) recently revovoked Penna. Licienses for CCW with Florida. The Florida License is no longer good in Pa. the Dems called it a Loophole ! This is for Pa. residents not Fla. residents.

I received both VA and FL non resident carry concealed packets in the mail yesterday. Both are relatively easy to get. I am going down Monday to do my finger printing for my state (DE) and gonna do there fingerprint cards at the same time. Getting VA and FL allows me to carry in a large portion of the US. I will probably also eventually get the Utah non resident which will pick up the rest of the US (not including the usuals such as MD, NJ, Mass etc.). The only thing with Utah I have to take a "Utah specific" class here in Delaware (only 2 or 3 instructors are able to teach Utah classes) but when you take a Utah class, they do your application, fingerprints etc and send it off for you right there from the class.

Louisiana doesn't allow Non resident permits. You have to pay close attention to each states reciprocity rules because even though it may "show" a specific states accepts a certain states permit doesn't mean it will accept non resident permits from that state. That really confused me at first lol. Another big issue is be sure you know these rules because majority of LE don't know what states are covered under reciprocity laws/rules.

IIRC Pa. will no longer send initial or renewal non-resident CWP by mail...You must pick them up "in person".....

Ditto. Went from Washington to Deadwood via Yellowstone a few years back. One state (Wyoming?) didn't recognize my Wash. CCL. What a pain. Depending on where we were in the Park, we could carry or not. Got my Utah and now I'm cool.

Be aware the FL non-resident permit does not entitle the individual to carry in FL, unless they have a residence in FL. I have had a FL permit for about 6 years now as in IL we are the only state that does not have ANY CCW (yet, come on June 11). With the FL permit I am able to carry in 31 or 32 states, including MO, which is only 5 miles from my house.

I don't think this is accurate. I have not seen this info anywhere. Also when consulting the reciprocity maps and data from Florida and also USCCA there is no indication of this. As far as I know if you have a FL resident or non-resident CWFL you can legally carry a concealed weapon in Florida. And also in other states that recognize reciprocation as long as those states laws are followed. Some states will not recognize the Florida CWFL if it is not resident issued. Like Pennsylvania's new law change.

If I am incorrect about this matter would someone please show me where the correct information is located so that I am not breaking any laws from now on.

This is completely wrong.
FL licenses are always valid in FL.
You are confused by the FL rule that says FL only recongnizes licenses from other states if the license holder is a resident of that state.
Being a resident of OK, both my OK license and FL license are good in FL, while my UT license is not.
