I looked at the 2nd Amendment category but, this issue did not seem to fit.

If a person in New York City/Long Island legally owns a handgun and wants to sell it to another individual, what are the requirements to conduct a legal transaction? The buyer is a citizen of another state. The buyer was originally going to take possession, place the handgun in his suit case and check the bag with his air carrier. I informed him that his plan would insure that he spent some time in NYC as guest of the NYPD or Homeland Security.

My guess is that the transaction needs to be handled through an FFL dealer but, are there any in NYC?

It is not actually required to *send* the gun via an FFL dealer, but it might simplify the process in your environment.

You will definitely need to select an FFL dealer to *receive* the gun, and make prior arrangements with them. Look for one here:

I thought about this and there is a dealer here who can handle this for the buyer. Armed with a copy of an FFL, I guess the seller would ship the firearm to the dealer via UPS or FedEx overnight. I just wonder how familiar UPS and FedEX facilities in NY would be with such a transaction.

I believe the appropriate action is to move to Kentucky.

NY requires a pistol license to own a handgun. That means that your local licensing office has a record of all handguns registered to your license.

Here's how it works for me (I only assume it s the same in the Rotten Apple):

• I decide to sell a handgun.
• I surrender the gun to the FFL that is shipping it (or buying it).
They give me a bill of sale that says they have the gun now.
• I take the bill of sale to my pistol office and remove the gun from my license.

Nothing is different for the receiving FFL - the buyer does a NICS check and takes possession of the gun.

Hillbilly, one thing I would like to know:

On your permit, the hand guns listed, are they only the ones you may or intend to carry or every one that you own?
