Hi:
I have observed in films Mexican and French soldiers in uniform and in addition wearing a leather apron and carrying a ax ?
What is the purpose or significant of this ?

Those are Sappers (Combat Engineers).
In the Foreign Legion, they wear beards and leather aprons.

Usually those men are called: Pioneers--which is just another term for: Engineer. The Germans, French and other Euro nations keep that term for traditions etc.

EDIT TO ADD

I forgon one extra term--those men were also called: Sappers.
