I would contact your local natural resource office to advise them of the matter. We suggest taking pictures of all of the individuals feeding the deer. I would also get pictures of the deer being aggressive. The natural resource office in Bel Air Maryland is the one I deal with on a regular basis.

This is not a new problem in Bellingham. The last building I did before I retired 14 years ago was in south Bellingham at the college. We had deer running everywhere.
This problem started when they (the state) took a back to nature stand and put so many restrictions on hunting cougars that their numbers have exploded. The deer are just moving to were it is safer and away from the cougars.
I live 60 miles south of Bellingham. I have lived here 40 years. Up until a few years ago we would see a deer every now and then but almost never in the summer. Now we are over run with them. I have let two guys put up deer stands within 75 feet of my house. One deer was taken in my back yard last weekend and with a little luck maybe a couple more will be taken this weekend.

The land owner can contact the Department of Natural Resources to hunt out of season by special permit only. We suggest that you contact them, as the city legally cannot pass any laws concerning the feeding of wildlife. The law would be illegal and could not legally be enforced. We spoke with our Department of Resource Office that advise me to get the legal land owner to contact the state natural resource office for your area. They can give the landowner special permits that must be issued in the name of the individual that is going to harvest the animals. They would also be required to make notification to anyone about feeding wildlife. The mountain lions or bears could end up coming into your community.

Where are you getting the bolded information? Municipalities pass all sorts of local ordinances that can be legally enforced.

At least one city in Wyoming is allowing special limited bow hunting inside the city limits in coordination with the State Game and Fish Department. Whitetails breed like rats.

When deer learn to stop fearing people, this will happen.

A few of the parks in East, central Calif. have deer that walk through the campgrounds, looking for hand outs or food left out.
They are not afraid of a morning fire or smoke or even a small dog.
I watched a doe stand of our small dog, bluff and stomp the ground
and maybe play with it (?) before leaving to get back to the other eight or so deer going through the camp.

I was only twenty feet away from the deer.

We are overrun with deer here on the coast. The town made a law that you couldn't feed deer grain products, so the feeders just shifted to crates of apples. (Have you experienced what too many apples does to deer digestive tracts....)
We are a small town of around 6000 and so far this year the count of deer killed by cars is at 85 or so.

Feeding the deer falls only under the laws of the Department of Natural of Resources. I would suggest in contacting them in regards to feeding deer in your individual state.

We always dump all of our foods scraps other than meat scraps for the animals far from our home. I can tell you that would not fall under feeding animals, unlessed used to draw animals to a hunting area.

Sounds like your community should apply for a Special Permits to be issued for a Special hunting season that the Department of Natural Resources would monitor and approve. The Department of Natural Resources will not just remove deer to allow for more homes to be built. The local bow hunters, rifle hunters, shotgun hunters, and black powder hunters could safely maintain the population while feeding the hunters, elderly, out of work, & homeless to eat.

The elk in Rocky Mtn. National park have no problem roaming occupied campsites too. By the herd.
They are large animals that get a wide berth from me.
I woke up one morning to a crunching sound and found an elk eating cold coals from our fire pit.
I thought they were searching for dropped food but a game warden said they eat the charcoal to help their digestive systems.

Taking into account just how our town is laid out, (completely platted with houses scattered throughout among occasional undeveloped, brush choked lots.)
I can't see any way to safely allow any kind of "projectile" (bow or gun) hunting within the city. There's probably only a few places where you aren't within a couple hundred feet of a dwelling.
(...And don't try to tell me that hunters are so good that they wouldn't shoot where it wasn't safe and they always hit their target. Just go check out any local gun range and look at the bullet holes in the walls, ceiling and anything else other than the targets....)

I suppose that knives or swords would be OK. Or just plain old "hand to horn and hooves" combat..

The fact that you cannot use a range that is used by beginners to experts as a guide to how accurate hunters all shoot.

The advanced hunter can shoot a dime at 1000 yards every time. The Department of Natural Resources can setup rules of qualifications for hunters that would be safe.

The one thing that people against hunting do is to play loud music. We heard several Department of Natural Resources are fining and issuing tickets now over the loud music or noise to drive away the deer.

We can tell you that the hunt would have to be closely monitored by the Department of Nnatural Reasources. The house setback laws can be relaxed to allow for hunters to be closer to homes for a few days a year, but shooting away from them.

These deer must be killed, as if they were to be removed by the Department of Natural Resources the deer would return again. The deer could end up attacking adults or children.

If anyone does anything else the individuals could be jailed or fines. The sooner the Department of Natural Resorces is notified the better to work out a safe way for all involved.

Firearms is the only legal and safe way to remove them. The ammunition in a larger load is better Controled in my opinion than a arrow.

We knew of one community that had one person that kept coming up with reasons to stop the hunt. Then a family member was attacked and they tried to sue the same government that they were blocking the harvest.

So am I to assume that an "expert" hunter only takes one round with him on a hunt because he never misses??

If so why would he need anything other than a single shot??

Our little town had the same problem with wild turkeys.
Making a mess, tearing up lawns and gardens.
Passed a "no feed" ordinance. People by then had figured out feeding was not so bright,
City appointed the LGS owner as the "turkey warden".
He would shoot the pests, clean them and they went to poor people(?).
Took a couple years, but the problem is over.

Nah, not even close. And living in Wyoming as you do, I know you know that.

I'm always chasing Deer out of our back yard,For some reason my yard seems to call to them and they eat my wife flowers.I have a air soft pistol that shoot compressed flour pellets so I go out and shoot them in the Butt it doesn't hurt them.
What I hate are the Skunks because one of the neighbors dogs always seems to get the worst and then we have to smell them until the wind shifts.
