iOS 11.4 buggy?
Upgraded both my phone and iPad to iOS 11.4 a few weeks ago and it seems buggy.
When viewing a news app on my phone the screen locks for a few seconds after exiting a story and will not scroll.
As for my iPad it too locks the screen at inopportune moments, but it reverts to the “closing down” spinning wheel then opens up the unlock screen at regular intervals.
This is the first time I have experienced issues with an Apple iOS upgrade. Hope they get a fix out soon.

I uploaded the 11.4 on two iPhones and like you one iPad and have experienced zero problems. I'am sure others will chime in.

My iPad was doing this before installing. Plus it would at no certain time blank out and then the little white spinner would briefly show like it was re-booting.
Installed today and will be waiting to see if it improves.

Have you tried rebooting? That often helps.
Thinking on it, I guess I’ve had occasional very minor glitches with 11.4, but nothing to slow me down to the extent that I’ve called Apple.

Have it on iPhone and iPad.
No problems.
When’s the last time you did a soft reset?
A soft reset won't affect data on the device.
Press and hold the Power button until "slide to power off" appears then release.
Slide the Power switch right. Allow several seconds for the device to power off.
With the device powered off, press and hold the Power button until the Apple logo appears then release.
Then give it a few minutes to reset.

11.4 on both our iPhone 7's and on my iPad with no problems. My wife's iPad is too old to update.
