No, a cloth mask won't necessarily keep the virus out; it keeps virus-laden droplets you would exhale or expel from getting near others.
You don't wear it to protect you; you wear it to protect other people.

I saw a report the other day condemning the N-95's with the check valve.
**The valve opens upon exhale by the wearer.
Who knows the real story, first WHO recommended no mask.
Then, it was you needed a mask if your sick or maybe not sick.
Oh, now with a shortage of masks....It's make your own 'feel good' mask.
I may not be an Ol' Cowhand from the Rio Grande...
But, I can smell a load of horse manure from a mile away.

I don’t think the “don’t need a mask, don’t need a mask, everybody wear a mask!” flipflop by the USG is anything more than unfamiliarity with mask use in this country.
As most know, mask wearing in Asia is common for everyone in crowded places during flu season. Why would we assume four billion Asians are wrong?
(This is what I said to my elderly neighbor when, a couple of months ago, she stated, “Masks don’t do any good! What are wearers worried about? People will spit on ‘em?!” She now wears a mask religiously, even outside by herself with the wind blowing... We’re still getting up to speed here.)

Apparently, this doctor is not to be believed but the other doctor claiming the mask is the be all and end all is?
These masks have this miraculous one way valve built in?
And a little sly political comment thrown in for good measure.

The purpose of the mask is not to keep the virus away from you. It is to keep your coughs and sneezes from potentially spreading the virus. They don't wear masks during surgery to keep the Dr./nurse from breathing the patients germs, the masks are to keep them from spreading their germs onto the wound.

The viral particles are contained in the droplets you expel when you cough or sneeze or exhale. Droplets are bigger than the viral particles, so yes, the mask itself functions as a one-way valve.

There is no one "real story"...this is an evolving and developing story, and what we know about this disease is changing daily.
The "make your own mask" recommendation came out of the realization that in order to stop the spread of this virus, you need to keep your own virus-laden droplets from escaping when you exhale, cough, or sneeze. You don't need a very sophisticated mask in order to do that; a couple of layers of cotton will stop those droplets you expel from getting into the atmosphere. The mask isn't to protect you; it's to protect others from you...and you don't need to wear an N-95 for that.
This is a brand-new situation for our society (indeed, for the world) and we are learning something new about it every day. At first, it was reported that it mainly affected old farts like me, and that young people would get sick and get better. Now, we're learning that it can kill all ages, and that even if it doesn't kill you, going through it is pure hell.
We also don't know what the long-term effects of this will be, what changes it might cause in your health in years to come.
The only 'horse manure" I've read is from internet doctors who got their degrees from the University of Google; real medical professionals are busting their butts to help us all avoid getting this.

One of my jobs (collecting and documenting evidence of meth labs),
before I retired, this was our personal protective gear.
I was/am more wary of phosphine gas and anhydrous ammonia than this covid-19
.

My mask protects you. Your mask protects me.
So, the OP wants everyone to know a simple cotton mask is ineffective. I assume that means that he wants everyone to wear better masks to further reduce the chance he'll get infected. Presumably, he's doing his part by wearing a more effective mask so the rest of us don't get the virus from him.

Near Useless
In 2015 Dr. John Barry wrote a new afterword to his definitive study of the 1918 pandemic, "The Great Influenza". It predicts in chillingly precise detail what is happening today. It recounts the results of a study done in 2014 of the effectiveness of masks fitted and worn by medical professionals trying to protect themselves from mold spores. The masks were useless against mold spores. Mold spores are orders of magnitude larger than coronaviruses. Wearer fatigue was a big factor, and this is with purpose built and fitted N95 masks. He goes on to say, like many have said here, that a mask on a sick person will prevent snot gobs from aerosoling from coughs and sneezes. So it has some value on an active sick person. That's consistent with current theories, including the WHO's evolving political positions.
Coronaviruses are about 20 nanometers in diameter, 20 billionths of a meter. N95 masks stop 95% of 100 micron particles, 100 millionths of a meter. The holes in the N95 mask are 5,000 times larger than the virus. Nothing wrong with wearing a masks, but there is a lot wrong with believing that it is something approaching a "barrier" for all conditions.

Because the virus particles, though tiny, are not floating around by themselves; they are contained in larger droplets you expel when you sneeze, cough, or exhale. The cotton will hold those droplets, and prevent them from getting into the atmosphere.
