tire problem over
I bought an 2018 Camry used with low milage but the thing had junk Korean tires on it. I wouldn't bought the thing if I had noticed what tires it had on it. They made so much noise going down the road I couldn't enjoy driving it. They had a lot of tread left but I gave up and replaced them with some good American made tires. So much better. I really don't understand why car Manufacturers put such cheap tires on a not cheap car. Save a buck I guess.

Tires are different by higher millage makes for harder ride and many times more noise. Softer get less miles but a better ride and grip most times. There are some good tires made outside of the US. Your are correct most times the new cars don't have great tires regardless of the brand because they are bought cheap in large amounts so of course the tire company makes them as cheap as they can also.

It depends on which vehicle I'm buying tires for, but on our car that we travel in, I spend a good amount of time discussing tread noise.
Turns out, good tires for in the rain will be about the loudest (if it lets the water out it lets the noise out!)
It also seems, if it is a good 4x4/off road tire, you will need a bigger stereo!

What make of tire were they? I had Hankooks on two vehicles with no issues.
If Toyota specified "low rolling resistance" tires to get the mileage up, then pretty much any make of those is noisy. Maybe the scheme is you you less gas because they've made the car too noisy to drive.

These were Hankooks. I had bought a new 1969 AMX with Hankooks on it and had problems with them. Luck of the draw I guess

I'd venture that tire technology has advanced a little since 1969. Contrary to the view of Henry Ford, tires today are not simply "black and round". They are an integral part of the vehicle as a complete system.
Believe it or not Hankooks are the preferred replacements on Jaguar XKs among many owners. They worked fine on mine. The OEM Dunlops and the high end Michelins cannot take the heat and dry here in the SW, and turn to hockey pucks.

Hankook is owned by Michelin and supposedly gets to use their technology. In performance tires, they are considered to be have good bang for the buck.

I put a set of Goodyear very, very aggressive tires on a 4x4 truck I had. They were outstanding in snow, loose dirt, mud and inclines but you could hear me coming a mile away. The set lasted about a year, I replaced the set with a nice set of Toyo tires. Such was my foray using super soft compound off road tires.

I bought a Chevy PU with Hankook tires on it and I hated them.
They wore out quickly and were horrible rain and winter tires.

A Camry doesn't come with junk tires. You have to rotate them to keep the noise down.

I had a set of Hankooks on my last hot rod truck, one of the few makers that still makes the size i wanted.... great tires, never had a single issue.

The other fix is to drive an Accord for a day. You'll never complain about road noise in another car except maybe a Corvette on desert concrete highways.

My 3 favorite brands are .....
Perrelli
Goodyear
Continental
Which one I buy depends on the vehicle I'm using them on. While these brands are more expensive than some of the "bargain tires", they outperform, outlast and are much safer than the cheapies are.
The 2 most important items on a car are it's Tires and its Brakes! IMO these are NOT places to skimp on.

I have Continental summer tires on my Vette, I like them. Very sticky and very good ride. I don't notice any objectionable road noise.
For an example of terrible tires, these were a huge improvement over the 18 year old original Goodyear run flats.
Compared to regular tires, run flats ride harsh, are noisy, and age quicker.

I have a 2016 Camry V-6. It came with Bridgestone Tires. At 40,000 they are ready to be replaced. What did you put on your camry? My wife's Toyota Sienna Limited came with Goodyear Eagle RS-A. Replaced with same. Very quiet. I think all tires develop road noise as they age and tread gets low.
I have a 2005 Dodge Grand Caravan also. Local mechanic recommended Laufeen G-Fit AS Tires. They are a Hankook brand made in Indonesia. Had them on for several years and very pleased. Quiet and smooth ride at all speeds.

My wife and I do a fair amount of driving each year. Lately she will run at least 4K/mo. I do about 3.5K/mo. Interestingly, she routinely gets 80 up to 100K from a set of tires ... Michelin or Toyo or Yokohama. I do more of my driving on poorer quality roads. That's my excuse for getting less mileage from a set of tires ... and I'm sticking to it!
Her last Toyota had 311K when we gave it to our daughter. It had the OEM tires then two sets of Michelin. Our daughter ran the Michelins for several more years. When the time comes ... will look hard at several of the brands mentioned here ... Perrelli ... Continental.
Does anyone have any experience with Cooper for small cars? Any suggestions to reduce road noise? Sincerely. bruce.

Michelin had less than a 10% share of Hankook stock,
and sold it off in 2011.

Last time I needed tires on my LeSabre I bought 4 Goodyear Vivas.
Super smooth and quiet ride. Budget friendly too. I highly recommend
them.

I have one like that on my Blazer that wont balance. It shows to be balanced but at 65 mph you can feel it. I need to get my spare out and switch one at a time until I find it.

Not a small car, but a small crossover SUV. I put Cooper CS5 Grand Touring tires on my 2014 Escape after two sets of Continental Pro Contacts. In my opinion the Coopers were actually better tires than the Continentals. They handled well both dry and wet, performed well on light snow, and provided a quiet comfortable ride.

It is not so much the brand as what the tire is designed for. It is a trade off between pretty much everything else and wear. The longer wearing the tire, the worse it is on traction and comfort. Tire makers make tires for each other to save shipping costs. There is a lot of technology and patents in tires, but little of it is proprietary anymore. Your Goodyear Tire has a 50% chance (or more) of being made over seas - even China, when a Michelin could be made here. Any given tire, regardless of the brand pressed in the sidewall, could be made on any continent, by just about any manufacturer.
