He looks to be kind of clumsy to me. Maybe an equalibrium issue and has problems with "falling down".

That was very common in Albany NY of the 40s till the late 60s. Some of the prisoners were so clumsy they "fell" a couple times.
Even the NY City people were careful in Albany then, our
"Night Squad" had a very bad reputation and was backed up by a tough Chief and mayor!

It's kind of a shame the laws we have to have these days that used to be covered by common sense. Back in the day, had some perv gone into the little girls restroom he'd get the snot knocked out of him, problem solved.

I was just going to mention a similar treatment I was told took place in the hills of Western KY, back in the day, when a man was found to be "inappropriate" with a female. Usually involved his barn or outhouse and the aforementioned accessories.

No, he got the snot knocked out of him and learned to avoid getting caught. The problem was still there.
Their is really nothing wrong with most of the laws either.
If I am not paying attention and walking into a woman's bathroom I should not get 20 years. (I have done it, but it only took me a second to think, hey there are no urinals OH, ****. But, even a 20 year sentence for a perv will only solve the problem for 20 years.
There is a problem when the system catches the guy 8 times and he is still on the streets despite laws. I am sure he has done something they could prosecute for. Guys have done worse and been set free to stalk the streets.
My wife is a child advocate attorney. I could tell you all kinds of horror stories of what people do to their own kids.
I could fix a lot of problems with a case of 22lr.

He’s only been caught and or convicted 8 times. There are many more instances that have went undetected or unreported. Short of expiring, there’s no cure for this sickness
