You can't return ammunition, IIRC.
As to the other items, a few stores I shop in on a regular basis are just now getting their summer items in. Since most of that stuff hits the stores in March or April, they are going to be sitting on a lot of inventory.
Plus, the recession (we're in it now) is going to cause a lot of people to cut back on non essential items.
The people who know this stuff predict that there are going to be serious price collapses on a lot of items. I expect that there will be a lot of sales on summer products like chairs, tables, umbrellas, BBQs, and so on.
I also expect that some retailers will go out of business and their inventories will be liquidated. Which is not a good deal at all because the liquidation companies jack up the retail price and then offer "discounts."

Probably too much liability for an ammo seller. What if someone substitutes a reload?

Not an atf rule.........A simple liability cause........U buy ammo.........U screw with it.........U return it......Next buyer buys and shoots it and it blows up in his face......U responsible.........SIMPLE CYA.

So you are proposing to use this method to basically steal from the retailer?
Maybe only in your America NOT the America I want to live in.

When I was working in a large retail store with a Sporting Goods department it was our policy to never accept ammo returns. I once had a woman try to return a box of 22-250 because it would not work in her 22lr. I had told her multiple time it would not work but she insisted. When I refused she complained to a higher up who insisted I refund her money. I refused and was told he was going to inform the overall manager. I never heard anything back so I'm guessing he was reminded of store policy.

Many years ago, I went into a GI Joes to get 3 boxes of 12 gauge shotgun shells, and when I got out to my car I realized I had purchased 10 gauge shells instead. I took them in, literally 5 minutes after buying them and they wouldn't exchange them. "It's the law" they said.

Reminds me of the crooks who would buy a Rolex or Omega watch from Costco only to return it for a full refund a couple of years later when it needs servicing.
