Ever since bird season a decade ago, when a brainless "hunter" filled my dog's butt with shot, I've taken to putting blaze orange reflective collars on them. I'm not sure where I got it, but I think it was Foster and Smith online.
It just sticks on with velcro, so they can't get hung up on it and is highly visible.
Then, take a page from the bird hunting crowd, and buy a small bell to put on the collar. This system has worked really well for me.
If I can't see them now, I can hear them...and if I really mean business, and am worried about being in strange geography, out of state, I put the GPS locator collars on them. Expensive, but it works like a charm.
