Default Victory Model Question

I picked up an early Victory Model, V 2983, all matching except grips, but there are no USP markings although finish looks original. Being an early Victory Model, would this be correct with no USP markings?

Gary, are we talking about a 5" .38 S&W caliber, or a 4" .38 Special?

Also, is the finish phosphate?

Gary, the gun sounds like a "guard" gun that was shipped to a civilian agency such as a PD or defense contractor.
