Pennsylvania has added Mississippi to the list of states it honors. This brings to 28 the number of states PA honors. Mississippi honors all other states permit/licenses.

The U.S. Court of Appeals for the Fourth Circuit issued a ruling on Wednesday Aug. 1, 2012 allowing the state to continue using the “good and substantial reason” before issuing a Permit to Carry. The next hearing is scheduled for October 23. A Federal Judge had ruled that Maryland could not withhold issuing permit/licenses using the good and substantial reason. A stay was then put in place and then rescinded but the ruling Aug 1, put everything on hold again. Until the hearing is held and a decision is made on Oct 23rd Maryland continues to be a “May Issue State”. I believe if this case is finally decided in favor of the citizens of Maryland it will have a great effect on the other May Issue states.
