always wondered why 8 3/8'' and not just 8'' for smith barrels?

You can answer that question with a ruler, the gun, and a copy of the NRA Bullseye Pistol Match Rules.
Look under maximum sight radius.

Pretty simple, an 8 3/8" barrel gives you a 10" sight radius.
