Default Belding & Mull Seater

At the gun show this weekend, I picked up an older RCBS (Cardboard box) set of 32-20 dies for an about to be received 32-20 Hand Ejector. Also in the box is a Belding and Mull 32-20 hand seater. Although having reloaded well over 100K .38/.45/.32/5.56/7.62/.30-06 and other misc. rounds, I have never used or encountered the Belding & Mull seater. I searched on-line, and every picture I find seems to have a base plate that goes with the seater. Mine does not.

Questions:

Is there an advantage to using this seater?

Is the base plate necessary?

Any tips or tricks to using this seater?

I don't anticipate reloading a lot of rounds, but given the cost of factory ammo, I'm sure I can save money by reloading. I already have bullets, etc, on hand for reloading my .32 S&W/.32 S&W L/.32 H&R Mag.
