There's lots of data for 115 grain FMJ bullets and Power Pistol. They just don't list the specific bullet you mention, which is the Winchester hollow base version. Speer #14 lists 6.2 grains starting load and 6.7 grains max for their 115 grain 9 mm FMJ bullet at a COL of 1.135 inches. You won't find a listing for the Winchester bullet because the bullet manufacturers only use their own bullets in their reloading manuals. The 115 grain FMJ bullets from the major manufacturers are sufficiently close in dimension that you can interchange their data - just begin at the starting load and work your way up as needed.
I've fired 1000's of the Winchester hollow base and the Remington flat base 115 grain 9 mm bullets over 6.6 grains of Power Pistol at 1.135 COL with excellent results in several 9 mm handguns.
