Could be the bullets, but check the seating stem. Sometimes they come loose.

Something doesn't seem right with your statements.
Are you 2.0 grains under max or are you approaching max charge according to the load data?

if you are at max charge AND 5 mils shorter than min, then it's likely you are approaching max SAAMI pressure. You still have safety margin but there is no need to go that high if your gun requires a short cartridge length (which is why I'm assuming you need that short length) AND cycling problems if you feel you can't reduce the charge.

If you don't have feed problems with longer COL's or you don't have cycling problems with slightly lower charges, then simply do one, the other or both and you'll get back your safety margin. 5 mils is not going to make a difference with handgun loads at short to medium range. Now if you are good enough to see a difference at 50 yards, then you should probably find more consistent bullets.

Uh, if you "worked up to 2grains under maximum" using CFE Pistol per HODGDON'S data you are at least a grain & 1/2 under the MINIMUM...

Better recheck your data...?

CHEERS!

P.S. Unless OTHERWISE SPECIFIED I use 1.125" for just about any "normal" bullet in 40 S&W.

I guess 2 grains was a typo, because the whole range from min to max for CFE-P is 0.6 grains according to hodgdon.
