A week or so ago the price on Winchester SPP's was $28/1K. It's now $29/1K. There's your hazmat.

There's no such thing as a free lunch.
My order was $13 and change to ship w/o hazmat.
The powder was the real deal here for me. < $17 per lb.

There is always a shipping charge. There's normally an additional $20 hazmat fee.
It's better in my pocket than theirs.

Me too. The sale price on 1 lb. of Titegroup is about $10 cheaper than anything locally. Even with paying shipping and hazmat fees, without a sale or promotion, I save money if I order anything more than a couple lbs. of powder.

I went ahead and ordered 5k primers in various sizes and 2 lbs of Accurate #5. Their powder pricing is very good, but they are out of several Alliant powders that I like such as BE-86 in 1 lb jugs.
