Making primers out of match heads.
Cannibalizing factory loaded ammo for their components.
Putting way too much emphasis on theoretical "stopping power".
Your concern about civil unrest (big picture) has you lost in the minutiae.
Get a shotgun to defend your home.
The answer to the original question, "is this a safe load" has been given time and time again. NO!

As for hunting animals.........

it is hard to go any where , when your front shoulder bone is broken and the bullet hits the far side shoulder plate trying to exit.

"Break um down" is the name used for Big game animals, if a Brain shot is not at hand.
