Selling reloaded ammo requires a class 6 FFL and in the amounts listed would probably be viewed as a business transition rather than two friends.
I recently sold 5,000 38 special once fired wadcutter cases. The price was $80 per 1000 shipped, if you want to use that as a reference.

Still no difference. Guy wants to trade empties for fulls, it's not a sale nor manufacturing as a business for sales. It's a trade.

Don't know about you, but for me, if I traded some factory ammo that I bought, and one of the rounds blows up, I would be pointing the finger at whoever manufactured it.
Now if it was something I loaded and there was a major malfunction, which would also include "operator error" on the part of whoever I traded it to or a mechanical malfunction with the gun, I would be looking for a good lawyer (,which is why the list of people I let shoot what I loaded, or will shoot the ammo they loaded, is a pretty short one.)

Any time you sell (or barter) loaded ammunition you are required to have a reloading FFL, and keep records, as well. And, I wouldn't do it without a several million $$$ Insurance policy.
