First are the chambers clean and free of deposits between 38 spl length of brass and 357 length step? Has you gun been sticky with anything else? Is it a combination of all the chambers or just 1 or 2? Fire a cylinder full, swing out cylinder and use a pencil or something to push out each case separately and find the sticky chambers.
Are you 100% positive on powder and weight of charges??

It could be the cases or the gun needs a good cleaning with a brush and solvent.
How long has it been since the cylinder was removed from the crane and fully dismantled and cleaned?
I don't have problems with a cleaned revolver and clean cases.

That mild of a load should just about fall out from the chambers. You might try putting your cleaning rod on your cordless drill and slowly polish the chambers with a brush and some solvent on a tight mop.
