Problems with 9mm moon clips
I’ve had problems loading for revolvers using 9mm moon clips. After sizing, belling, and priming, if I use foreign/cheap brass the brass tends to bulge or expand at the base after dropping powder, and seating the bullet causing the moon clips with loaded ammo to not fully seat in the chambers. If I use good brass, such as Winchester, Hornady, or Federal, I have no problems. Also be careful of Super Vel. A good reason to stay away from range brass, I guess.

Not sure what your problem is but it has nothing to do with moon clips. As you state if you use good brass Winchester, Hornady, or Federal (and I'll add Starline) you have no problem. So use good brass. Super Vel, and I could be wrong, hasn't been available for more than 30 years.

SuperVel is back being manufactured in the USA. They make a hot Snub Nose round, 147 gr 9mm Hush Puppy rounds and others. I’ve shot a lot of their “Certified Select” rounds in .45acp and 9mm. Never a problem. They are once fired brass from the military. I use them for practice.

Super-Vel brass
I do have several hundred rounds of Super-Vel brass. My understanding was that they started-off using Norma brass, but we’re cut-off, and then went to cheaper stuff.
I didn’t mean to imply that the moon clips were the problem.

I’ve had the same issue recently with 9mm reloads not chambering in a 547 or a 940. Haven’t had time yet to fully analyze the problem but seems like it would be a sizing issue. Using mixed headstamp brass.

The only 9mm brass I’ve had trouble with is PPU. 9 out of 10 cases will bulge at the base and not chamber. When loading I just toss the PPU as I inspect my empty cases. I plunk test every round anyway but tossing the PPU prevents having to pull bullets and depriving cases.

I have "fixed" some of my cheaper moon clips to hold all cases. I use a flat blade screw driver and push it into the slot between case "holes". Closes the fit, holding the case tighter. I tried some and cases stayed in place when dropped from waist high or tossed about 5' onto a carpeted floor...
I'd think there is a reloading error happening that affects chambering "the brass tends to bulge or expand at the base after dropping powder, and seating the bullet causing the moon clips with loaded ammo to not fully seat in the chambers". Too much crimp?

There are several reasons why the brass will bulge as you describe. Like said above, to much crimp is one. Another could be if you are seating the bullet and crimping is one step the die might not be adjusted correctly. If the crimp is being applied before the bullet is fully seated that will cause a bulge. Those are the 2 most common reasons. Even junk brass will not bulge under normal loading. I have never heard Super-Vel brass was of poor quality.
