It is a .38 Double Action 4th Model made sometime 1899-1909.
Many made, moderate value unless in truly excellent condition.
Probably somebody here with the secret decoder ring can tie the age down better.

It would have been made in the early 1900s, and is not an antique under BATFE regulations. SN 382,002 is the antique (pre-1899) cutoff for .38 DAs. Probably safe to shoot if you can find any .38 S&W ammunition for it.
