Assuming you're speaking of a revolver rather than a single shot, you'll have to hope for a reply from others. I have only one (revolver), a 6" Target #22530, which was "made" and shipped June 7, 1910. It was "made" by the Service Department at that time, who'd been asked to convert a standard gun from inventory to a target model to fill a special order.
If you're speaking of a single shot, then I'd simply be surprised to hear of a number that low---4987 being the lowest shown----but not necessarily the lowest known. And if a single shot, my best guess would be 1893----sometime.
