Help me identify what caliber and age of my new gun
I recently purchased this gun was told it was a .38 caliber but the cylinder is too short for a .38. Serial number on gun is 221900.

38 S&W which is shorter than 38 Special.

Not a 38 Special.
It’s a 38 S&W.

Here's a visual comparison. Also the case of the .38 S&W is slightly larger in diameter, so it will not chamber in a .38 Special revolver. A .38 Special will fit in a .357 because the only dimensional difference is the case length.

Welcome to the forums from the Wiregrass! When the cylinder is closed and locked, if the cylinder front extends forward of the trigger guard, it is a .38 S&W as the others have pointed out. 38 S&W is still manufactured in smokeless powder and that is ok to shoot in that .38 Double Action, 3rd Model which was made in the late 1880's.

The ratchets on the Extractor Star look pretty bad? Does the cylinder turn in double action? Is it in time?

This .38 Double Action's serial number falls about halfway through the production run of the Third Model of 1884-1895, so late 1880 decade is a reasonable guess.
You can find its exact ship or sales date with a letter of authenticity:
