There was no mention of the frame size or caliber, but if it is a K or medium frame in .38 Special this is a .38 Military & Police Target, either a first or second (engineering) change, made between 1906 and 1909. Agree it should have a serial number on the bottom of the butt, and was originally blue. It appears to have a replacement front sight blade (and stocks) also.
The patent dates on the barrel are consistent with an earlier M & P; the most common variation, the fourth change, would have a 1914 date here.

It is a K frame, marked S&W 38 special CTG
Also, regarding patent dates, he states: I understand that but it starts out APR.9.89 moves on to MAR.27.94 then MAY.21.95 - JULY.16.95 - AUG.4.96 - DEC.22.96 - OCT.4.98 - OCT.8.01 and then finally DEC.17.01

From the SN on the barrel it is a 1905 .38 Hand Ejector Target Second Change. It is right in the middle of the serial number range which ran from 1906-09.
FWIW, saying it is a Hand Ejector isn't really helpful as all S&W swing-out cylinder guns, regardless of of frame size or caliber, are Hand Ejector models. This distinguishes them from the top-break guns commonly referred to as Automatic-Ejector types. The CTG on the barrel has nothing to do with the model, it is merely the abbreviation for cartridge.

I'd put a value of about $400 on it.
The front sight could be factory, as they would install most any combination of available sights on the target revolvers.

An easy question if it were not refinished; it's more valuable than a refinished non-target gun, but not as much as an original one even if it only had 50-60% blue. I'd guess in the $400-450 range if it is mechanically sound as a shooting gun, but as usual I am interested to hear differing opinions.
