Default Victory PC/CD marked, pictures - redux

I was asked to post this thread again regarding unknown markings on the side plate of my Victory lettered to the USN in Oakland, as there is another thread I cannot find about a gun with similar markings.
We have been trying to determine what the PC CD refer to, "Panama City Civil Defense"? "Panama Canal" "Plant City" I always felt the CD was civil defense, but that could be a red herring.
Here are a bunch of pictures as well as the factory letter for the gun

Ben,
I will try to get pics of my "V" model on website this weekend. Could you supply the 1st 4 digits of your revolver. Mine are V1211xx and run to the right of the lanyard ring with the muzzle pointed to the left. I have seen some which have the "V" on the left of the ring and the numbers to the right of it. One difference between yours and mine is your left strap has U.S. Property... while mine has "U.S. Navy" One guess I had was "Port Chicago Concord Depot/District".
That is not too far from Oakland, CA where the revolvers were originally shipped/at least mine was. Port Chicago was a munitions depot where they loaded munitions on ships for transport to the war theater. It was also the sight of a terrible explosion in 1944 which was felt as far away as Nevada. I am in contact with the Port Chicago Historical people and will post any findings. On your 2009 post a lady had answered it and had a "PC/CD" mark also. We know know of at least 3 such marks. Will keep looking !!

My serial number is set up the same way as yours, the V to the left of the ring
serial number V 424139

Mine also letters to the US Navy at Oakland.

Hmm, "Port Chicago Concord Depot/District" that sounds promising.

I wonder, especially where there are at least 3 with that marking and 2 we know of went to Oakland

I really suspect that the CD is Civil Defense, whatever the other letters mean. The odds seem strong on that being the case.

All the Victory's I have seen that were marked "Civil Defense" had the Navy Property on the left side of the frame with "Civil Defense" crudely embosed with electro pencil over it. Looks really ugly !!Someone has suggested it could be an arsenal rebuild/inspection mark of some sort.
