Default Victory Model Help

I found a Victory model in a pawn shop today that someone painted flat camouflage green. It appears to be nickle plate under the paint. My questions are:
1. any ideas how to remove the paint?
2. how do you remove the cylinder if I decide to strip the paint.
They went as far as painting the inside of the cylinder also, not sure on the barrel did not look.
Any idea on value as is?

Soak or flush the whole thing in Acetone if you buy it. Be careful, as Acetone is highly flammable. You don't give much detail (SN, barrel length, caliber, etc.) but from your condition description, and knowing nothing else, it's worth very little. Unless it was priced at $50 or less, I wouldn't touch it.
