It could be. Western did list a Super-X .38 Special round with a 150 grain "metal-piercing" (not armor piercing) bullet. It had a distinctive conical nose with a MV given as 1100 ft/sec. This bullet had a thick jacket over the conical area with a lead core. It did not have an internal steel penetrator or anything of that nature. The factory symbol was "38S5P." Remington offered its "Hi-Way Master" loading for the same purpose, penetration of automobile bodies, but it used a lighter-weight zinc alloy bullet at a higher velocity.
The Super-X metal piercing bullet loads also included .357 Magnum and .45 ACP cartridges. The claim was that they would penetrate an auto body at an incident angle down to 20 degrees.
