Late to the party but I think I’d have restamped the original serial number on the butt.

No biggie as I happened upon this thread in a search. Still, the end result would have been interesting regardless of outcome.

Once upon a time, if a gunsmith removed the serial number, he/she could stamp it on another location on the frame first. This is what S&W did at the factory if they had to install a lanyard loop on an already SN stamped revolver.

This is old information, but during a BATF compliance inspection of a small west TN shop I managed in the early 90's the inspecting agent told me that anything prior to 1968 was good to go even if the s/n had been damaged/altered/removed as there was no requirement for commercial firearms to be serialized prior to that. I thanked him for the info but still turned away anything offered for sale/trade just to be on the safe side. Possibly this was how that particular agent interpreted to law.

"anything prior to 1968 was good to go"
Would make sense to me. I noted that Rock Island Auction sold 2 Victorys that had been modified. Among other mods was removal of lanyard & smooth as a baby's butt frame butt w/o SN.
Other examples, dealer to FFL paperwork & whole shebang, were all pre-'68.
YMMV ...
ETA: My limited experience/opinion should not in any way be misconstrued to represent facts, the law or its interpretation.
I'm merely chewin' the fat.

I would be cautious with that "$5 for a 100" brass. It sounds like old BP range brass with balloon heads.... . Not the safest stuff to be reloading.
