Default .38 M&P Target "Meritorious Service Award 1939" Ohio State Patrol

****SEE ADDED INFORMATION AND PHOTOS BELOW****

Had to run down to Phoenix today to pick up the family from the airport. Decided to catch the last day of a 2-day gun show beforehand. Almost left the house without any cash......glad I didn't!!!

Found this on the last isle I checked out before leaving the show......

I need to do some research on these AWARD guns and get up to speed. Not sure how many were handed out, but I know this fellow ended up shooting a bad guy dead while in pursuit.

The revolver has been carried and the right grip panel is worn from carrying. There is some light freckling on the metal, but all parts match. The recoil plate shows almost no sign of use. Stocks number to gun.

Curious if these AWARD guns were ordered up special and would letter as such? Anyone lettered one??

I also posted a query for Roy on the member side......will update this thread as I learn more.

I am not actively searching out PD revolvers, but in the past few years I have picked up a St. Louis PD Model 10 and a Washington State Patrol 38/44 HD both with markings on their back straps. This one is a nice addition to the group I think.

Hey Tom, that's a nice gun. The Ohio with wings I believe is an early Ohio State Patrol emblem. There are model 10 commeratives in the 70's with the symbol they have on the patrol car doors now. Wonder if the person or family member it went to retired in Arizona. I really need to hang with you, you find some great guns. I'll try to call you later today after the funeral. The gun should be returned back to Ohio (lol), Larry

Larry, you may be right about the possibility that a family member of Mr. Whipple moved to AZ to retire......then sold this revolver.
Will be interesting to know what Roy tells me.

The "Tire and Feather" or "Flying Wheel" is indeed the insignia of the Ohio State Highway Patrol. My guess it that it was probably custom engraved by someone not connected to S&W such as a jeweler. I wonder why two names, Merrell and Whipple? Nonetheless, a great find.

You might want to contact the Ohio State Highway Patrol historian, as he might be able to research who they were.

It's good to see a revolver like that get owned by someone who can appreciate the firearm and also the history it represents . A lawman puts his life on the line everyday generally without even a thanks so for him to get an award like that it must have been a heck of a story .Thanks for posting please keep us updated with information as you learn more .

I believe from a quick Google search that the "O.W. Merrell Meritorious Service Award" is an award given for Valor by the Ohio State Patrol.

Here's the response from Roy on this one.....

"Tom, most of them I have lettered have been ordered by the department who is giving the award so that they generally letter to the department, but may not always list the individual. Hope that this helps. Roy"

Looks like I'll be sending off for a letter. I may send off for one for the St. Louis PD and the Washington State Patrol guns that I have as well.

Good idea about calling the Ohio State Patrol, would be nice to have more info and maybe a photo of Mr. Whipple.

This is probably him:

WHIPPLE, CARL W. was born 29 September 1911, died 26 December 1997

Obituary says only that he was born in Ohio, died in Sun City AZ, provides names of his family, and that he had also been chief of security at Good Samaritan Hospital (Sun City?). No cause of death provided.

Married wife Vera in Delaware Ohio, 8 Jan 1931.

I wonder if in 1939, it was possible to order this gun with the small trademark like they used on engraved guns?

Seems that if they could order one they might do that to have more room to inscribe with.

I think it may letter to a shop. Hopefully at cost.
Looking forward to seeing that letter for sure.

I sent an email to the Ohio State Patrol to see if they have a historian on staff that could possibly share some information or photos of Trooper Whipple. Probably won't get anything, but you one can hope. Will update the results.

I received a response from the historian at the Ohio State Patrol saying that she would be happy to help me find out more about Trooper Whipple and would get back to me.

I am hoping to get a photo, an account of the incident leading up to the award and possibly a copy of the award certificate if one exists.

Hope to hear back from her next week.

Default More info found

Found an email from the Ohio State Patrol Historian containing more information and a photo of Lt. Whipple. Here's some of the info received.....You can see his name on his badge if you zoom in on the photo. Some great info to have with this revolver to preserve it's history. I will send off for a letter from Roy just to complete the package.

Lt. Carl W. Whipple

Hes from our 6th Academy Class which graduated March 14, 1937.
He was promoted to Lt. on Sept. 21, 1960
He was the District 4 Warren commander from September 21, 1960 to Feb. 1964.
He was the District 11 Cleveland commander from Feb. 1964 to July 18, 1964.
He retired July 18, 1964

Ptl. Carl W. Whipple won O. W. Merrell Meritorious Service Award in 1939 for an incident which occurred on June 28, 1938.
A similar story was recorded the following month. Ptl. C. W. Whipple received a broadcast and realized that a getaway car from an armed robbery in Chillicothe was headed in his direction. Ptl. Whipple spotted the vehicle and stepped into the road to flag it to the side. Rather than stopping, the suspects sped up, trying to run him over. Ptl. Whipple dove for cover, then started in pursuit. As the speed of the chase increased, Ptl. Whipple broke out his windshield with the butt of his rifle and took aim. He held his fire long enough to pass a large group of Boy Scouts, then squeezed off two quick shots, hitting both bandits. One sustained fatal injuries and the other later admitted to the $4.10 robbery. The rifle used by Ptl. Whipple, a .45‐70 Wisconsin deer rifle, had been confiscated by Whipple several months earlier from bank robbers who fired on him during a pursuit.

Default What a shooter!

A man that breaks out his own windshield in a pursuit and hits both suspects with only a single shot needed per suspect from a .45-70 is indeed a lawman and a SHOOTER! That has to be some sort of record. Miscreants in his area would have been wise to find honest work.

Yes, this has been a fun project......next I will gather up a patch like the one that Lt. Whipple has on his jacket in the photo. I read that he had two sons, would be nice to find out if they are still around. Sure like to find his badge to go with the package!!

Default More Photos/Information from the OHSP Historian......

The OHSP Historian found more photos and documents related to Lt. Carl W. Whipple.....I suspect that the holster Whipple is wearing in this photo contains the revolver I now have in my possession.

Sending a letter request off to Mr. Jinks on Monday, will update this thread as soon as I get the letter. Hoping that the revolver went directly to the Ohio State Patrol.

Milford (where the shootout occurred) is just northeast of Cincinnati. You might want to check the Cincinnati Enquirer news reports around that date for more details.

Checking some websites I found the headlines for Wednesday June 29th, 1938 which reads "HOLDUP SUSPECTS SHOT AT MILFORD" which shows photographs of the scene......good stuff to have for my history on this revolver for sure.

I was able to reach the Cinncinatti Library today and spoke with the archive dept. They took my contact information and will be sending me copies of the article from the incident, they are going to check all the local papers and get back to me........STAY TUNED!!

The Ohio State Highway Patrol began in 1936, thus Mr. Whipple was an early employee of the force. Nice write up.

What a wonderful find. It is the history that make these older firearms such a treasure.

Agree 100%......I know we all wonder "What would this gun say if it could talk" and this is one of the rare ones in my collection that has a voice.

There are still more details on this one to come and the Jinks letter and newspaper stories will add to it.

Unfortunately, the rifle used by Whipple is not described, nor are the pictures much help in identifying it. But it does seem to be a lever action rifle with a visible hammer. If it is indeed a .45-70 as the earlier information indicates, it is likely to be a Winchester 1886, although there were some Marlin lever actions also chambered in .45-70. I wonder where it is today?

It's great that the Cincinnati Library was willing to be of so much help, and so quickly. A few years ago, I had to dig up some information published in the New York Times in 1950. I did call the New York Public Library, and they responded about a week later with a copy of what I needed which they sent by mail. Great people. I figured it might take months to get anything out of them. And for free.

What a pair of desperate dummies the robbers were. Not exactly John Dillinger's caliber. Chillicothe is a long distance from Cincinnati, over 100 miles. A considerable distance to travel for a $4.10 heist.

I was surprised to get a response on the same day of my request from the Cincinnati Library......especially on a Sunday.

As for the crime, it sure makes you wonder just how desperate or stupid these two pitiful guys really were. They both ended up in a world of hurt, with one of them dead as a result. But I suppose that being during the Great Depression people did desperate/stupid things.

Default OSHP Sent more photos......

Received these from OSHP this morning, I asked if they had any photos from the early days of the Patrol.

When first forming, OSHP set up their offices across Ohio in residences before building their own structures.

Enjoy!

That is true. I was born and raised in Southern Ohio, and the local patrol HQ was a "repurposed" house on Route 23 just north of town. For all I know, it may still be. I haven't been back there for many years.

Hey Tom, glad we talked a little while ago on the phone. Looks like you're getting a bunch of info on the gun. That's cool to have all the history on the gun. You could work evenings as an investigator and do well. It will be interesting to see what you find next, Larry

Neat pistol and great follow up info. Sounds like Carl W. Whipple was not a person to be messed with.

Following this thread is like watching an episode of the History Detectives on PBS. Actually, better, none of the mumbo jumbo of some of those folks.
Great research, great story, a great find in that old revolver.

Default Roy Jinks letter arrived today......only 2-weeks to get it!!

OK, so the letter arrived today and I am thrilled to learn that yes indeed, this revolver was ordered by and shipped directly to the Ohio State Patrol. Roy states that it left the factory on June 6th, 1939 and was delivered to the State Patrol offices in Columbus, Ohio.

Unfortunately the invoices for the months of April-July of 1939 are missing and Roy could not confirm if it was engraved at the factory or not. My guess is it was most likely engraved after delivery to the OSHP.

Regardless, this information caps off this interesting story and it has been a pleasure doing the research and compiling all these photos and information regarding Patrolman Whipple and the incident leading to him receiving the 1939 OSHP Meritorious Service Award.

Thanks for checking out my thread and don't forget to look closely at those old S&W's that show up at your local gun shows and gun shops. One with an interesting history just might pop up in front of you!

I can't believe the family (sons) would part with that revolver. It is extremely fortunate that it came into the possession of a new owner who appreciates both the revolver and the history of it and its original owner. The photographs of Lt. Whipple look like someone you don't want to mess with! Good history of the man and his revolver. Thanks for sharing.
