The service department would do that, but unless the serial number starts with a 0 I doubt it came from the factory originally that way.
Depending on the quality of the workmanship you would want to check for a star on the butt, by the serial number, and then under the stocks for a date stamp, and a little diamond. That would indicate that the service department did something to it.
I own two factory modified "half targets" as these guns are often called. It's a very cool modification in my opinion, but I don't really think there's much of a collector market for them.
Of course, odds are, the modification was done by someone other then the factory. We would need some good pictures, plus the butt and frame without the grips to speculate more.
