Father-in-law came over with this 36. Can anyone help be with date and value?

As far as I can figure, between 1958-1961 but that is a guess. not sure if it was assembled or shipped within those years. To my un-educated eyes it is a nickel plated shooter with worn stocks (possibly re-plated?).
Value is what a buyer would pay. I would keep it and enjoy it for what it is, a great cc, with family heritage.

A quick search of completed auctions shows a mint nickel 36 in box with papers went for $652. A damn nice nickel 36 sat at $300 with no bids. Good thing I didn't see that one on Thanksgiving Eve! I'll guess $350 for yours. Maybe a little more. Maybe $400 in these times.

Flat cylinder release. Phased out beginning in 1966.

Yeah, I'd say the estimates others have offered are about right.
