Assuming that all of the mechanicals are in order and the bore is clean and shiny, for a “friends and family” deal, $450-500 should be in the right range.
Flat latch, diamond magnas and with matching box and paperwork, this could easily go for $600-650+ in today’s market.
I suspect it would do better than $650 at auction. A photo of the top of the box and the end printing would be nice. Does the bottom of the box have the serial number written by hand in grease pencil?
I do believe the cleaning kit is from a later gun. Early brushes and swabs had brass fittings.

That's a nice looking 4-screw Chiefs (no apostrophe) Special.
I've been watching one very similar to yours on the big auction site. It sold this morning for $800 and didn't have the box, original receipt (which is important to some folks), tools (correct or not), and paperwork.
Even for a friend, I would never go as low as what's been suggested here. You need to remain friends, and neither of you should walk away feeling you've been taken advantage of.
ps: you know from the receipt when it was purchased. Based on others in my database it likely shipped in late '55 or early '56.

S&W sent a sales team to the 1950 International Association of Chiefs of Police conference. The team ask the Chiefs to name the company's new J-frame revolver. The winning vote was Chiefs Special.

Very nice.
The new owner will also be getting two boxes of vintage ammo that I sourced to add to the provenance of the package.
Someone here who knows more than I do about Remington ammo can correct me (please do), but I'm thinking the dog bone boxes are a bit older than your Chiefs Special. It any case, they do sweeten the deal by a considerable margin.
Love that sales slip from '56 - Jewelry watches guns ammunition.
Don't find any stores like that today, do we? And the price, $60. in '56 I was 9 years old and $60 was a lot of dough. My old man made about $100 a week and supported a wife and 3 kids. Owned a house and a car.
I made about $7 a week at best on my paper route but that was probably '58 or '59.
