My copy of the Standard Catalog lists a run with serial numbers in the range C80xxxx made in 1966.
These revolvers are also known as the "Post Office" model as they were made for their training program. They are the only standard fixed sight K22's S&W made, a few others were made on special order basis for the Coast Guard and others over the years, but only on a special order basis and not as a standard model. They are rather rare; and it doesn't surprise me to see that S&W kept a bunch for their collection.
Or is it they kept a bunch in the back of the warehouse they decided to finally sell off with their collection?

Grips are #ed to gun.
My ideas on gun is that frame was #ed in late 60s and not finished untill mid 70s. It was shipped in an N frame box s&w ammo flyer warranty card cleaning kit. Box has correct factory label on other end is a
Butterfield & Butterfield Label.
