It looks like that is just an off-the-shelf vintage type rifle sight that happened to fit the revolver barrel. That type of site was used extensively on shortened, sporterized Krag rifles when they sold as surplus for $2.50 from the DCM and NRA! You also see them on a lot of early sporter 1903s and Mausers.

I wish they still made some of the barrel bands made in the 1920-50's era, SPECIFICALLY for revolvers, without the long "ramps'.
Pistol barrels were usually a smaller diameter than centerfire rifles, and the bands tend to be too large a diameter for a tight fit, but can be "sectioned".
Many were held on the barrel by an Allen screw, and front sight could be "turned" to get proper windage on a fix sighted gun, then the ramp sweated "permantly" in place. Many also came with a dovetail making the changing of different heights and type of blade/bead/etc. relatively "e-z".

Custom SA revolvers with barrel bands are usually big-bore hard kickers. Sweated on, the band assures the gun and sight won't part ways, and in short-barreled versions they also serve to keep the ejector rod housing from shifting forward and breaking loose. Besides -- they look cool.

If you notice from the picture, that barrel band in question also has one more feature- it does have the front lock-up detant spring and plunger. This would be necessary on guns with barrels and ejector rods shortened, because the lug containing the spring and front lock up would be removed with the shortening...
I think I want to do one of these guns now!!!
