did the 657 ever have pinned /recess or did they not make the SS untill later

the stainless came much later...i just picked up a 3"657 shipped in 1987 and it's not p/r

Nope, 657 was introduced in 1986, well after P&R ended. I have a 6" 657 no dash shipped in 1987.
