Howdy, welcome to the forum.

Just between us... there ain't no paint INSIDE the barrel. Never was, never gonna be.

That's more then likely lead.

Grab some COPPER Chore Boy scouring pads.

Get your brass cleaning brush.

Wrap some of the Chore Boy around the brush.

Scrub out the barrel.

Repeat.

Do it again.

Check for lead and if needed, do it again.

Done.

Run an oiled swab down the barrel when complete.

Hope this helps.

In future, use cast, not swaged, lead bullets sized .358 and you won't have this issue.

picture is too small but the odds are 99.9 to .1 that it is lead buildup. Early 357 158 Lead bullet loads were notorious for leaving behind lead. Invest in a Lewis Lead remover tool or buy some "Chore Boy" copper wool pads and scrub it away. It will take a little elbow grease but you will most likely be rewarded with a beautiful bore when done.

Ditto what Collects said. A Lewis lead remover will make that forcing cone look like new. They're not cheap, though. And remember to specifically ask for a .38. When I got mine, as I recall, it came fitted to a .44, and I had to order a .38 adapter later.

That's common lead build-up. Scrub it out with whatever method works for you. It'll clean up.

I use the same process as Snapping Twig except I soak the bore with Kroil Oil first. Quick, cheap, and effective way to remove lead.

And never ever mix up lead and cored bullets up in one shooting session without cleaning the barrel thouroghly during the use between lead and cored bullets!

Some people claim that some hot loaded cored bullets my clean up a leaded barrel but only will kill the gun.
