A 4" NIB model 19 for $600 would sell on the first day of almost any gun show here in Southern California. For some reason you rarely see them even thought there's plenty of them out there. I suspect owners just don't part with them very often, which speaks volumns about how much shooter's appreciate them. You may even have to give that much for one less than NIB.

At $600, it would also be snapped up here in Northern California, especially if it is in great shape and it happens to have the original box and all of the stuff it came with.
The shorter length barrels are more in demand and typically get a slightly higher asking/selling price that it's longer barrel brother.
It's not unusual for me to take my 2-1/2" barrel 19-4 to the range and have someone ask if I'd sell it... no-way.

If I could find a NIB 4" 19-4 for six bills, I would be very, very happy.

Tell your friend to start out at $850, and he can always negotiate down.
Seems like $600 is too low for Cali from above posts.
