According to SCSW-3, the dash 4 (1977) moved the gas ring from the yoke to the cylinder.

Is this generally regarded as an improvement?

Yes. Especially with .357 Magnums (19/66), crud could build up between the cylinder and yoke and cause binding.
Before 1975 (end of '74), the gas ring was on the cylinder so only a couple of years of the 10 years the -3's were made had the gas ring on the yoke. Probably 80% of the 15-3's made had the gas ring on the cylinder.
