Can anyone tell me the rate of twist in a 4" barrel on a model
31-1 or recommend a light target load? Thanks in advance

I can't tell you the rate of twist but I can tell you that I had to go up to 100 grain cast bullets to get the point of impact up near point of aim. Lighter bullets landed way low. My model 31 shoots 100 grain Lee round nose bullets and and 2.3 grains of Bullseye (taken from Lyman's cast bullet book) like a match pistol.

Most S&W revolvers have a 1:18 3/4" twist, regardless of caliber.
