Default Proof Mark (?) on 66

Late last year a buddy of mine who is a retired Atlanta cop sold me an early (stainless rear sight) M-66 4". He told me it came from another Atlanta LE type, but did not say specifically that it was an issue gun. Looking at it today I found a P stamp up high on the right grip frame with the usual assembler/fitter marks lower on the frame. The P looks like the mark the government puts on guns that are proofed. Does anyone know if S&W proofed guns going to LE contracts? I would not have brought it up but for the location of the mark. Attached is a picture of the gun (not original stocks) and the P mark.
