Default I need the reason for initials

I have found another model 67 that I am interested in. The following initials are stamped on the left side, just below the cylinder:
OR. CO. CAL.

I assume it is is Oregon, Colorado, and California, but why?
Was it a law enforcement or government entity stamping?
Anyone care to enlighten me?

Maybe "Orange County, California"?
