I recently acquired this holster that belonged to a NYC Assistant Warden. It has two vertical pouches stitched on the outside with metal cylinders inside each one.
Any one know what they're for? The keys that came with his duty gear won't fit them...

The two slots on front are pen/pencil holders. NYPD uniform shirts "back in the day" did not have a pen slot on the front chest pocket. This was a solution to that problem.
This particular version of the Jay Pee holster was eventually banned by the NYPD Equipment Section. Tragically a deaf passer-by walking by a police officer on the street reached out to take the pencil out of the holder, (to write down a question about directions,). The police officer thought the guy was trying to grab for his gun. The officer shot the deaf guy.
I'm not sure but I think these swivel holsters were used by mounted patrolmen and those spending most of their time in cruisers. NYPD was fairly strict in that officers had to stay with authorized equipment.
