Can't really tell from that picture. Is it possibly nickle? Doesn't appear refinished, but hard chrome looks a lot like stainless. Mismarked Smiths are fairly common. Is there a N or a V stamped on the bottom of the cylinder? Or on the grip frame?

Hard chrome was big back in the late 70s and 80s cus there weren't enough 66s to go around.

Doesn't appear to be stainless to me. Looks like it was hard chromed or something, but it's not stainless.

We can rule out a stainless 19-3; they don't exist. A mis-marked 66 is possible.
Likeliest is a nickel 19 mistaken for stainless, followed by aftermarket chrome.
Can you post pictures in natural light? The flash washes out a good view of the finish, as well as the hammer and trigger -- all of which can help determine what you've got.
If it is a mis-marked 66, there are probably a few collectors of such idiosyncrasies out there, but in general it doesn't add much if anything value.

I agree it looks like hard chrome. S&W nickel is more mirror-like in direct light, and there's no indication of the directional "grain" we'd see with factory brushed stainless.

It's refinished in hard chrome. Ought to be a law against it. Clearly looks buffed (note screw holes are dished). Can you get your money back?

It's been refinished, and not well either. As S/P noted check screw holes and sideplate seam at the top of the frame. But it will make a great truck/kick around revolver.
